I think it is quite balanced. The only concern I have is that the Insta-hit mechanic borrowed from Ultima Online is a bit weird. People could take advantage of that and build new Tank Mages, with insta hitting Polearms and stuff.
During the combat cycle, the hit is effective at the start of the animation and not at the end when visually the attack should be taking effect. Now if the Hit was placed at the end of the animation both PvE and PvP could turn into a neverending nightmare and unbalancing melee vs magic.
This could probably be fixed by making the actual animations play faster ( result being waiting time longer and animation time shorter ) and making the hit take effect at 2/3 of the animation.
I am no expert on the matter, and neither a programmer or a modeling/animation artist, but I hope this ideas can help in any way.
