No... I believe you can get up to 35-40% if my memory serves me correct. Dodging is far better than hit-chance. Let me explain.
First Opponent X has a 67% chance to hit you.
Lets say you have a 33% chance to dodge.
Here is how the calc works:
first the server says pick a number from 1 - 100... is that number <= 67. If not you miss automatically but if it is then the server says on the defenders end give me a random number from 1 - 100, is that number <= 33, if so the opponent automatically misses. It is like a second chance, or factor to be missed by a flat percentage regardless of how high your opponents chance is. We play tested it originally at around 50%, it was way too powerful in pvp and pvm at 200. We then tweaked it down somwhere between 35 - 40%
It is a pretty big deal to make an opponent miss.
