You must be at least level 6 or 7 before going evil. I would recommend waiting until you are level 25 - 30 though in reality. Stay Neutral or go good until then (only because leveling is a bit easier that way). You can always switch between good and evil later, so do not worry about picking a side at first.

I think a bit of clarification is necessary here for becoming evil, exactly whom must a player talk to or what must a player do in order to change his allegiance to evil?

The first time you choose you will be able to choose your allegiance is level 20... (This is something that has recently changed in the last few months). An allegiance tab will appear when you are on level 20 that will allow you to select good or evil.

Once an allegiance is choosen you can change your allegiance by doing one of the following:

If you are good you can talk to a dark priest to rescind your allegiance. You will be required to stay neutral for a few hours.

If you are evil you can talk to a reverend to rescind your allegiance. You will be required to stay neutral for a few hours.

You will need to return to the reverend/dark priest to go good/evil after the few hours are up.

Yes documentation can be challenging effort with things changing constantly.
