hello evry one im completly new to the game havent even log in yet and i saw in the player guide ther was a section(empty) on stealing, well basicly id like to know if it is implemented yet and how it works?!

yes stealing is implemented...You can use stealing by setting a hotkey to use it and then use it to target other npcs or players. Depending on your skill and faith will determine your chance to steal an item from the targets pack. Strength determines how heavy an item can be stolen and the qty if I recall.
